2. 역사

1846년 이후 영국에서는 여러 사영 기업이 전신 사업을 운영하다가, 1868년 전신법에 따라 GPO(General Post Office, 총무국)의 우정전신부(Postal Telegraph Department)의 지휘 아래 통합되었다. 1876년 알렉산더 그레이엄 벨의 전화 발명으로 GPO는 전신국보다 먼저 전화 사업을 시작했다. 1882년 우정국장이 전화 사업을 사영 기업에 라이선스로 허가하면서 지역에 따라 전화 사업이 사영 기업과 GPO 직영으로 운영되는 등 불균형적인 상태로 성장하게 되었다. GPO의 주요 경쟁 기업은 내셔널 텔레폰 컴퍼니였으며, 1912년 GPO에 흡수합병될 때까지 경쟁이 지속되었다.

1896년 통신 간선망이 GPO의 지휘 아래 통합되었고, 1912년 지역 통신 배선망이 통합되었다. 1969년 GPO는 정부 부처에서 분리되어 독립 채산의 국영 기업인 "Post Office" 사가 되었고, 통신 사업은 "Post Office Telecommunications"가 맡았다.

1980년 "브리티시 텔레콤(British Telecom)"이라는 브랜드명이 도입되었고, 1981년 10월 1일부터 "브리티시 텔레콤"은 Post Office Telecommunications의 공식 명칭이 되었으며 독립 채산의 국영 기업이 되었다. 1982년 머큐리 커뮤니케이션스사에 통신 사업 라이선스를 허가함으로써 통신망의 독점 상태가 종료되었다.

1984년 11월 보유 주식의 50.2%가 매각되면서 "브리티시 텔레커뮤니케이션스(British Telecommunications plc)"로 민영화되었다. 1991년에는 회사 이름이 공식적으로 British Telecom에서 BT로 변경되었다.

1994년 BT는 MCI 커뮤니케이션 코퍼레이션과 합작 회사인 Concert Communications Services를 설립하여 세계적인 장거리 통신 서비스를 시작했다. 이후 M&A 합의에 이르렀지만, 월드컴에 모든 주식을 매각하기로 결정하여 합작 사업은 해소되었다.

2005년 Ofcom과 합작 사업으로 Openreach를 설립했다. 2006년 Dabs.com을 인수했고, 21CN에 100억파운드 이상을 투자했다. 2007년 PlusNet을 인수했다.

2012년 런던 올림픽에서는 세계 최대 규모의 고밀도 무선 LAN 구축을 했다. 2013년 BT 스포츠를 개국했다.

2. 1. 초기 역사 (1846년 ~ 1912년)

1846년 윌리엄 포더길 쿡과 존 루이스 리카르도는 세계 최초의 공공 전신 회사인 전기 통신 회사(Electric Telegraph Company)를 설립했다. 이 회사는 전국적인 통신망을 구축했다.[10] 1868년 전신법에 따라 영국 내 모든 사설 전신 회사들은 새로 설립된 우정총국(GPO)의 우편전신부로 이관되었다.[11] 1869년 전신법에 따라 GPO에 통신 독점권이 부여되었다.[12]

1876년 알렉산더 그레이엄 벨이 전화를 발명하면서 GPO는 일부 전신 교환국에서 전화 서비스를 제공하기 시작했다. 1880년, 전화가 1869년 전신법에 포함됨이 확인되었다.[13] 1882년, 우정총국장 헨리 포셋은 민간 기업에 전화 서비스 운영 허가를 발급하기 시작했으며, 전화 시스템은 일부 지역에서는 GPO의 관리하에, 다른 지역에서는 민간 소유하에 성장했다. 2. 2. 영국 우정총국 시대 (1912년 ~ 1969년)

1912년, 지역 배포망이 GPO의 통제하에 통합되었다. 국립전화회사(NTC)의 자산은 영국 정부에 인수되어 우정전화국(Post Office Telephones)이 설립되었다.[16] 전간기 우정전화국의 기술자들은 통신과 보청기 분야에서 상당한 전문 지식을 보유하고 있었다.[17] 1948년, 벨 전화 연구소에서 트랜지스터를 발명했지만, 영국 전화 발신음용 트랜지스터 기반 발진기는 1960년대 중반에 도입되었다.[18]

2. 3. 우체국 통신 시대 (1969년 ~ 1981년)

1969년, 우체국법 1969에 따라 정부 부처였던 GPO(General Post Office)는 국영 기업인 우체국(Post Office)으로 전환되었다.[19] 같은 해 10월, 우체국의 한 부서로 '''우체국 통신(Post Office Telecommunications)'''이 설립되었다.[19] 우편 및 전화 서비스의 효율성을 높이기 위해 법이 통과되었으며, 다양한 서비스를 운영하는 대신 각 조직이 전담 관리를 통해 각자의 서비스에 집중할 수 있도록 하였다. 법적으로 우체국은 영국 국가 통신망 운영에 대한 독점권을 유지했지만, 1914년 이후 허울 시의회에 자체 지역 전화망 운영을 허가한 킹스턴 커뮤니케이션즈는 예외였다.[20]

1970년대는 우체국이 크게 확장한 시기였다. 대부분의 교환기가 현대화되고 확장되었으며, STD 및 국제 직접선호접속과 같은 많은 서비스가 확대되었다. 1970년대 초반에는 대부분의 도시 가입자가 서유럽, 미국 및 캐나다에 직접 전화를 걸 수 있었고, 1970년대 말에는 전 세계 대부분의 지역에 직접 전화를 걸 수 있게 되었다. 시스템 X 디지털 교환 플랫폼이 개발되었고, 최초의 디지털 교환기가 설치되기 시작했다.[21] 우체국은 또한 코머 FC 모델을 기반으로 자체적으로 밴 차량을 구입했다.[22]

우체국 통신은 1970년대에 패킷 교환을 사용한 데이터 통신을 연구하고 구현하여 EPSS, 국제 패킷 교환 서비스, 패킷 스위치 스트림을 만들었다.[23]

2. 4. 브리티시 텔레콤 시대 (1981년 ~ 1991년)

1979년 보수당 정부는 통신을 우체국에서 완전히 분리하기로 결정했다. 1980년, '브리티시 텔레콤(British Telecom)'이라는 브랜드가 도입되었다. 1981년 영국 통신법에 따라, 1981년 10월 1일 '브리티시 텔레콤'은 우체국 통신에서 독립한 국영 기업의 공식 명칭이 되었다.[24] 1982년에는 머큐리 커뮤니케이션즈에 통신 사업 면허가 부여되면서 BT의 통신 독점이 종료되었다.[25]

2. 5. 민영화와 BT 그룹 (1984년 ~ 현재)

1984년 통신법(Telecommunications Act 1984)에 따라 영국 통신(British Telecommunications)은 주식회사(plc)로 전환되었다.[26] 1984년 11월, 회사 주식의 50.2%가 일반 대중과 직원들에게 매각되었으며, 런던, 뉴욕, 토론토 증시에 상장되어 1984년 12월 3일부터 거래가 시작되었다.[30] 정부는 1991년 12월과 1993년 7월에 걸쳐 나머지 지분을 모두 매각했다.[30]

1991년 4월 2일, 회사는 "BT"로 사명을 변경했다.[31]

1990년대 BT는 아일랜드 전력공급위원회(Electricity Supply Board)와의 합작 투자를 통해 아일랜드 통신 시장에 진출했다.[36] 이 합작 회사는 '오션(Ocean)'으로, 아일랜드 최초의 무료 다이얼업 인터넷 서비스 제공업체(ISP)인 oceanfree.net을 출시하여 큰 성공을 거두었다.[36] BT는 1999년 이 합작 투자 지분 100%를 인수했다.[36]

1994년, BT는 MCI 커뮤니케이션즈(MCI Communications)와 합작 투자 회사인 콘서트 커뮤니케이션 서비스(Concert Communications Services)를 설립하여 글로벌 통신 서비스 제공을 목표로 했다.

2005년 9월에는 영국 통신 업계에 새로운 규제 체계를 구축하기 위해 Ofcom과 합작 사업으로 Openreach를 설립했다.

2006년 8월, BT는 온라인 전자 제품 소매업체 Dabs.com을 인수했고, 같은 해 10월에는 21CN에 100억파운드 이상을 투자했다.

2007년에는 인터넷 연결 사업을 운영하던 PlusNet을 인수했다.

2012년 런던 올림픽에서는 세계 최대 규모의 고밀도 무선 LAN 구축이라는 과제에 도전하여 250헥타르의 광대한 지역에 약 1500개의 무선 액세스 포인트를 설치하고, 총 길이 100km가 넘는 케이블을 사용하여 상호 연결하는 등 적극적인 인프라 설치 및 증축을 실시했다.

2013년, BT는 영국 내에서 TV 채널 BT 스포츠를 개국했다. ESPN의 영국 및 아일랜드 TV 채널을 인수하여 UEFA 챔피언스리그와 UEFA 유로파리그의 독점 방영권도 확보했다.

3. 사업 부문

BT 그룹의 사업 부문 중 하나인 BT 글로벌 서비스(BT Global Services)는 전 세계 1만 개 이상의 기업 및 기관에 장거리 통신 서비스와 IT 서비스를 제공한다. 전 세계적으로 약 2만 명의 직원이 이 부문에서 일하고 있으며, 1984년부터 본격적으로 사업을 시작하여 FTSE 100 기업 중 약 94%, 포춘 500대 기업 중 74%와 거래하고 있다.[119] 2012년 10월에는 루이스 알바레스(Luis Alvarez)가 CEO로 임명되었다.

4. 일본 내 사업 (BT 재팬 주식회사)

1985년, BT 그룹은 아카사카 아크힐즈에서 일본 사업을 시작하여 도쿄에 사업소를 개설한 최초의 외국계 통신 사업자가 되었다.[200] 2019년 1월 현재도 아크힐즈에 본부를 두고 있으며, 도쿄에서 24시간 365일 가동되는 운영 센터를 운영하고 있다. 매니지드 호스팅 서비스를 위한 데이터 센터도 도쿄에 있으며, 티어 레벨 3 이상을 충족한다. 일본 전국 1200곳 이상을 커버하는 포트를 보유하고 있으며, 도쿄에는 음성 응답 노드를 두고 인바운드·아웃바운드 음성 통신을 지원한다.

아크힐즈 오피스에는 아시아, 중동, 아프리카 지역 10개 시스템 중 하나인 Showcase가 있다. 도쿄에서는 시스코와 폴리컴의 화상 회의 시스템을 체험할 수 있는 쇼케이스를 운영하며, 시스코 골드 인증 파트너로 인정받고 있다.[200] BT 통합 거래 솔루션으로 히타치와 OEM 파트너십을 체결하는 등, 일본 최고 IT 기업들과 전략적인 제휴 관계를 맺고 있다.

5. 논란

BT는 여러 논란에 휩싸인 바 있다.


  • 과다 요금 청구: 2017년, 영국의 통신 규제 기관인 Ofcom은 BT의 유선전화 전용 요금제가 고객에게 불리하다고 판단하여 요금 인하를 명령했다.[190] 2021년에는 과다 요금 청구에 대한 6억파운드 규모의 집단 소송이 제기되기도 했다.[191]

  • 입찰 규정 위반: 2020년, BT는 북아일랜드 공공 부문 계약 관련 법률을 위반하여 Ofcom으로부터 630만파운드의 벌금을 부과받았다.[192] Ofcom은 BT가 경쟁사에 동등한 정보를 제공하지 않아 규정을 위반했다고 밝혔다.[193]

  • 999 긴급 전화 불통: 2023년, BT 네트워크 장애로 약 1만 4천 건의 999 긴급 전화 연결이 실패하는 사고가 발생했다. Ofcom은 BT에 1750만파운드의 벌금을 부과했다.[196]

  • 화웨이 장비 관련 논란: 2010년부터 영국 정보 당국은 BT의 네트워크 공급업체인 중국 기업 화웨이에 대한 조사를 강화했다.[175] 영국 의회는 BT가 화웨이에게 국가 중요 시스템에 접근하도록 허용했다는 점에 대해 우려를 표명했다.[178] 2020년, 영국 정부의 결정에 따라 BT는 광대역 및 이동통신 네트워크에서 화웨이 장비를 제거하기 시작했다.[182]
